Well that part of the narrative certainly fits the rhetoric. In spite of the fact that all sexual assault account for only 4% of all violent crime all men are rapists until proven innocent. Of course that can only occur if they die never having raped anyone. So no living man is a non-rapist.
Women are humans though, and are in complete control of what they do and so it is up to them to control and stop men.
